The Rules for Nominating Party Lists

The Law of Autonomous Republic of Adjara “The Law of Elections of the Autonomous Republic of Adjara” –defines the rules for nominating party lists for independently participating parties and election blocs.

Every party and election bloc have a right to nominate their respective party lists. Party lists must include, at the very least, 18 to, no more than, 30 potential members of the Supreme Council.

A given election subject must present its party list to the Chairperson of the Supreme Election Commission (SEC) of Adjara, no later than 30 days before Election Day (1st of October).

Party lists may include candidates for the majoritarian electoral districts. In such cases, the presenters are obligated to indicate the specific majoritarian election district.

√ It is prohibited to have the same person on several party lists.

1 in 4 members of a given party list must include a member of different sex. If the abovementioned balance is no observed, the party list is returned to election subject and is given 3 days to correct the mistake. And if the mistake is not fixed even after the correction deadline, the party list will not be registered (Paragraph 2 of Article 761 of the Law of elections of the autonomous republic of Adjara).
Attached to the party list must be:

  • Each potential member of the Parliament’s filled in and signed registry card;
  • Notice about the deprivation of a right,
  • A photocopy of the national ID of a citizen of Georgia or passport of a citizen of Georgia;
  • Photograph.

√ Notice about the deprivation of right is issued by the Legal Entity of Public Law - Service Agency of the Ministry of Internal Affairs of Georgia.

√ A person elected as a Member of Supreme Council, in the 2020 Supreme Council Election, is obligated to have a drug test. The abovementioned procedure must take place 7 days after the polling, at a facility of the SEC’s choosing, and the notice of completion must be delivered to the commission of his or her initial registration as SC candidate.

The party-list must include the candidate’s:

  • Surname, name;
  • Date of birth (day, month, year);
  • Address (in accordance with the place of registration);
  • National ID number of a citizen of Georgia;
  • Place of employment (name of the organization, factory, and so forth);
  • Position (if unemployed, please, indicate “unemployed”);
  • Party membership (if he or she is nonpartisan, please, indicate “nonpartisan”);
  • If nominated in the majoritarian electoral district – Number of the district in question.

√ The candidates presented by the party blocs must indicate their respective party names and/or the abbreviated names of thereof.

The registry card, filled by the candidate of the Parliament of Georgia, must include:

  1. Surname, name;
  2. Date of birth (day, month, year);
  3. Sex
  4. Address (in accordance with the place of registration);
  5. National ID number of a citizen of Georgia;
  6. Place of employment (name of the organization, factory, and so forth);
  7. Position (if unemployed, please, indicate “unemployed”);
  8. Party membership (if he or she is nonpartisan, please, indicate “nonpartisan”);
  9. If nominated in the majoritarian electoral district – the name and number of the district in question.
  10. Consent to participating in the election via either the party list or as a majoritarian candidate.
  11. Evidence of being a Member of Parliament (MP) in the last elections;
  12. Signature and the date of signature.

If a member of the party list is, also, simultaneously a majoritarian candidate then he or she must present two copies of the registry card, two photocopies of the national ID of a citizen of Georgia or passport of a citizen of Georgia, whereas only one copy of the notice about the deprivation of right will suffice.
